The maximum number on the rosters slowly gets whittled down during the pre-season before reaching the 53-man limit by Regular Season Game #1.
There should be a way to implement that here. Maybe not a 90-man roster for TC, but something more than the 60?
So maybe 75 for TC, down to 70 by Pre-Season Game 2, 65 for Game 3, 60 for Game 4, then the 53 by Regular Season Game 1? That seems like a reasonable way to be able to evaluate talent, see who might be worth keeping around. You'd still have your salary limits and penalties (don't think those change for TC / Pre-Season in the NFL anyway), so it's not like there could be ridiculous things done with players.
